Job Description

The objective of the service provider contract is to accurately and comprehensively identify, document, visually map, and validate the following labour inspection actions at the national level, including the Aqaba Special Economic Zone:
1) Enforcement of national labour law in relation to working conditions;
2) Enforcement of national labour law in relation to occupational safety and health;
3) Work-related accident investigations;
4) Work stoppage and/or partial/complete worksite closures;
5) Accreditation of occupational safety and health supervisors and committees at the enterprise level.;
6) Accreditation of health care professionals at the enterprise level;
7) Any other actions carried out by the labour inspectorates and its branches at the central and regional/district levels. The effort may result in more than one workflow or various deviations from a single workflow.

Tasks and activities
Given the above objective and scope, the external collaborator will undertake the following tasks:
1. Review all relevant documents (i.e. laws, regulations, directives, circulars, standard operating procedures, manuals, etc.), relevant to understanding labour inspection in Jordan and its current processes;
2. Prepare relevant documents both in Arabic and English, and amend documents as necessary;
3. Facilitate or co-facilitate with subject matter experts (internal personnel of the labour inspectorate and/or external labour and/or administrative law experts) business process modelling and sketch sessions, to identify, document, map, and validate the labour inspection process. This may require travel to regional labour inspectorate offices to identify, document, and map process differences between different regional offices and/or between the central authority and the regional authorities;
4. Act as the documentarian to accurately and comprehensively reflect the labour inspection process including differences between different regional offices and/or between the central authority and the regional authorities;
5. Document using visual diagrams in the form of business process models (using the Business Process Management Notation or the Flowchart Notation) the current labour inspection process including differences between different regions and or between the central authority and the regional authorities;
6. Analyse the current labour inspection process with the objective of identifying if/how they can be made more efficient taking care to identify steps that are required by law and immutable, and steps that are legacy/bespoke and modifiable;
7. Ensure that the scope of work includes the entirety of provisions of the Jordanian Labour Law and inspection activities;
8. Analyse the current differences between different regions and or between the central authority and the regional authorities with the objective of identifying if/how they can be standardized;
9. Present visual diagrams in the form of business process models to stakeholders for discussion as needed;
10. Ensure the confidentiality of documents and relevant information
